Hi!
In an older post ("ILIAS Chat: Ein Erfahrungsbericht") I found a reference to a autoscroll function. On my installation (4.0.7) this function is only available in the chat-viewer on the personal desktop. In the chat itself you have to scroll manually, which is pretty unnerving.

My question is: was this feature abandoned or do I have to activate it somewher?

On our installation (4.0.7) in every chat window at the top on the right there's a checkbox named "Auto-Scrolling". And it does scroll.
Isn't that shown in your chat room?
